"Focusing
on the ELL in the NCLB Age"
Jennifer Beagan
from the Allegheny Intermediate Unit will discuss the No Child Left
Behind Act and its implications for K-12 ESL students.
The talk will
include the state and federal mandates, especially regarding the Basic
Education Circular: Educating Students with Limited English Proficiency
and the English Language Learner and how it is impacted by NCLB. In
addition, the highlights will focus on the responsibilities of the program,
educators, and students and how through the accountability factor we
can focus on the outcome of helping the ELL to be successful.
Jennifer R. Beagan is the Program Director of the K-12 English as a
Second Language Program with the Allegheny Intermediate Unit. This program
is designed to provide language acquisition instruction, academic support,
professional development and cultural appreciation in a positive nurturing
environment in order to foster ongoing success and independence in all
Allegheny County school districts and within the community. The K-12
ESL Staff works in 29 school districts in two different counties with
600 students through all stages of acquisition and monitoring. Jennifer
relocated to the Pittsburgh area four years ago from Michigan. She has
been an educator as well as an administrator for over 15 years. She
holds a Masters of Education in the area of Curriculum, Instruction,
and Leadership from Oakland University, Rochester, Michigan. She is
currently enrolled in the Administrative and Policy Studies Program
at the University of Pittsburgh.
